tiup playground，打算做一些测试，之后，出现了问题；
之后 重启，之后起不来不管 执行什么命令都会有 下面这个报错：

和 网管 确认，近期 把 公网访问禁了，要过一段时间才能放开。
so 没有公网不能使用 tidb么？
