【复现路径】tiup cluster check online-cluster scale-out.yml --cluster --user -i ~/.ssh/id_rsa
【问题现象及影响】
扩容前check 出错，执行 --apply 无法自动修复

当我把 tiup cluster 退回到 v1.9.0，check 可以通过，感觉 v1.10 版本的 tiup cluster 不兼容

最新进展：Check time zone 报错问题已经在 tiup cluster v1.10.2 中解决了。

理论上，新版本 tiup 增加了 timezone 的校验，但是存在一个 bug。可忽略。
