tiup：failed to start component 'cluster'

环境是使用 TiUP离线部署TiDB集群，程序包“tidb-community-server-v4.0.0-linux-amd64.tar.gz”
问题：下午突然不能用TiUP 的 cluster 组件了，通过Grafana监控显示都正常，暂未发现有异常的地方，但获取集群列表、检查集群运行状态均报如下错误：

备注：在此之前有执行过 “tiup update --self && tiup update cluster” （离线环境）
有人遇到过这个问题吗，求解答！！！

您好，请重新执行下 sh tidb-community-server-${version}-linux-amd64/local_install.sh ，离线环境执行 tiup update 没有意义，对于此问题也会在 1.0.10 修复，避免执行后发生问题，多谢。
