查tiflash报1105 - DB::TiFlashException: Income key ranges is empty for region_id=

从7.5.1升级到8.1.0的集群，或新建的8.1.0的集群，使用tiflash出现很多报1105 - DB::TiFlashException: Income key ranges is empty for region_id=？的错误。比如select id ,name from db_ysb_dictionary.ts_provider where id in ( 2758, 781)；如果单独in 2758或781是没问题的，但两个一起就不行。
