pd微服务 tso 如何切主？

本地集群已经可以部署pd微服务了，但是tso切primary呢？目前ctl只能切pd，无法切微服务

[root@tidb1 ~]# tiup ctl:v8.1.0 pd member leader transfer "pd-192.0.2.82-2379"

Error: ctl only supports tidb, tikv, pd, binlog, etcd and cdc currently

感觉是文档里描述的tso不支持在线动态切换，毕竟调度切换都有5分钟的空窗期，这要是tso空窗期5分钟，难以想象。

设计上没那么考虑吧，就会把计算和存储完全拆分开，大概率会更加提高资源的利用率，减少额外占用

:yum:跟随者只能是跟随者，除非干掉leader，自己成为leader
