集群运行状态是正常的，但是无法在命令端使用·tiup cluster list·等命令
下面是报错

感觉是镜像地址没配置，配置一下试试看
tiup mirror set https://tiup-mirrors.pingcap.com

确定是root管理的吗？
/root/.tiup/bin/root.json
看看有/root/.tiup/目录吗？是不是用户搞错了
1、确认是否是root用户安装
2、确认以前的是否使用过离线安装
3、前两个都确认完毕，然后考虑重新设置
