TiUP命令不能运维，找不到集群

【TiDB 版本】
V4.0.8

【问题描述】
使用tiup命令找不到数据库集群，集群不能运维，如下

[root@172 ~]# tiup cluster display tidb-ehc
Found cluster newer version:

The latest version:         v1.4.2
Local installed version:    v1.3.5
Update current component:   tiup update cluster
Update all components:      tiup update --all

Starting component cluster: /root/.tiup/components/cluster/v1.3.5/tiup-cluster display tidb-ehc

Error: Cluster tidb-ehc not found

Verbose debug logs has been written to /root/.tiup/logs/tiup-cluster-debug-2021-05-06-13-35-59.log.
Error: run /root/.tiup/components/cluster/v1.3.5/tiup-cluster (wd:/root/.tiup/data/SWbf3jO) failed: exit status 1

这个提示看起来，没有这个集群，可以执行 tiup cluster list 先判断下。
另外确认下，是否在root用户下。ps -ef | grep tikv-server

tiup cluster list

这个集群从2020年12月份开始运行，一直正常，运行tiup cluster list命令也没有，如下
[root@172 ~]# tiup cluster list
Found cluster newer version:

The latest version:         v1.4.2
Local installed version:    v1.3.5
Update current component:   tiup update cluster
Update all components:      tiup update --all

Starting component cluster: /root/.tiup/components/cluster/v1.3.5/tiup-cluster list

是在root用户下
[root@172 ~]# ps -ef | grep tikv-server
root 22860 22789 0 14:45 pts/0 00:00:00 grep --color=auto tikv-server

可能是使用root用户的问题
