【概述】场景+问题概述
昨晚对本地集群升级 5.1.0 → 5.1.1 ，遇到tiflash异常，原本的本地tiflash就一直有问题。所以升级失败后就没管，当时tidb还能正常提供服务。今天发现tidb 4000 都无法访问，查看集群信息3个节点都是 down ，尝试stop 然后start 无效。故缩容，在扩容。出现 timed out waiting for port 4000
